Overview

The Mobility Agreement between CPLP Member States (communities of Portuguese-speaking countries) includes Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste. The new legislation regulates temporary visas and residence permits for some categories with the possibility of obtaining "permanent" residence and, thus, naturalization. CLCP is an International Organization that seeks to create political-diplomatic ties and cooperation in all its forms, in addition to promoting and defending the Portuguese Language, through cultural dialogue. The agreement recognizes that "mobility is one of the main means of strengthening ties between people within a community and, therefore, the mobility of citizens within the territories it covers must be as free as possible, except when reasons of public interest justify reasonable restrictions". Furthermore, it emphasizes that "mobility and circulation within the CPLP space are essential instruments for deepening the Community and for the progressive construction of a CPLP Citizenship."
